In his article “Constructive Empiricism Now” van Fraassen chooses an extremely interesting example to defend his thesis that scientific theories are only representations, so that the aim of science is to give us reliable, empirically adequate, descriptions of the observable aspects of the world. For him, there is no continuum of observable/unobservable, as he draws a line of distinction at a point that eliminates from his ontology such cases as fields of forces and sub-atomic particles. As a result, he puts (...) forward the position that electronic images in the microscope and subatomic particles are “public hallucinations” and not “real things”. What I thus propose to do is to examine van Fraassen’s anti-realism through the looking class of realism, my aim being to defend a realist view of science: To this purpose, I will focus on two main issues: (a) the question of representations in science and in particular of images we “see” through a microscope and (b) the question of the criteria for defining physical reality. In this context, I will argue that van Fraassen’s definition of the “real” is an anti-realist version of the positivist trend, which cannot fit in the picture of science that emerges today. To understand, thus, the world of physics we need to re-examine our definition of reality and make space for an ontology that goes beyond the well-defined spatio-temporal existence of what van Fraassen calls a “real thing”. In 1997 an international conference on Aristotle and modern science took place in Thessaloniki. Aristotle’s view of nature—his criticism of the atomists, on the one hand, and modern science, on the other—seem to be widely opposed, but in recent years science has changed so much that scientists resort to certain basic notions of Aristotle’s natural philosophy to underpin their theories and make material nature more intelligible. In a first paper Hilary Putnam argues against Victor Gaston that Aristotle’s theory of cognition (...) is a “ direct realism” and not as many say a theory based on representation. Perception and thinking are in direct contact with things and their properties. In a charming comparison Bas C. van Fraassen argues that both tragedy and science are subspecies of representation. As in poetry, in science the inexplicable is kept off stage. John P. Anton is confident that the revival of Aristotle’s model of science can provide a solution to the question of the unity of the various sciences. He levels a stinging attack at Putnam’s interpretation of Aristotle’s theory of cognition. Lambros Couloubaritsis voices amazement that in Physics IV Aristotle says nothing about the creative capacity of time, but believes that the notion of “appropriate time” will bring this out. James R. Brown argues that the main stream of science stemming from the seventeenth century is a fusion of the Platonic and mechanic traditions, but that in recent years Aristotle has made an impressive comeback. He examines to what extent the notion of potentiality may be in agreement with and help explain certain physical facts perceived by common sense observation, although it does no justice to quantum “ bizarreness”. He sees better help in the Platonic account of formal causality. Speaking about levels of reality Basarab Nicolescu believes that the universe is self-creating, showing an open structure. A flow of information traverses the various levels of reality. The notion of potency, we are told by Ephtichios Bitsakis, exercises quite some attraction on scientists. Indeed, Aristotle is a precursor of scientific realism, but his theories are marred by many inconsistencies: the Prime Mover, final causality, and entelechy contradict his dynamic view of nature and should be abandoned. In the transformation of massive particles into nonmassive ones the actual mass becomes potential. Thomas M. Olshewsky points out that Aristotle has a differentiated notion of prime matter and rejects absolute prime matter. Jagdish Hattiangadi suggests giving up the idea of substance. Demetra Sfendoni-Mentzou also tackles “the always actual question” of what matter is for Aristotle. Nowadays the idea of stable particles has disappeared and we have to deal with what is potentially real. (shrink)

A laboratory-testable, solid-state Maxwell demon is proposed that utilizes the electric field energy of an open-gap p-n junction. Numerical results from a commercial semiconductor device simulator (Silvaco International–Atlas) verify primary results from a 1-D analytic model. Present day fabrication techniques appear adequate for laboratory tests of principle.

Background: The traditional approach to resolving ethics concerns may not address underlying organisational issues involved in the evolution of these concerns. This represents a missed opportunity to improve quality of care “upstream”. The purpose of this study was to understand better which organisational issues may contribute to ethics concerns. Methods: Directed content analysis was used to review ethics consultation notes from an academic children’s hospital from 1996 to 2006 (N = 71). The analysis utilised 18 categories of organisational issues derived (...) and modified from published quality improvement protocols. Results: Organisational issues were identified in 68 of the 71 (96%) ethics consult notes across a range of patient settings and reasons for consultation. Thirteen of the 18 categories of organisational issues were identified and there was a median of two organisational issues per consult note. The most frequently identified organisational issues were informal organisational culture (eg, collective practices and approaches to situations with ethical dimensions that are not guided by policy), policies and procedures (eg, staff knows policy and/or procedural guidelines for an ethical concern but do not follow it) and communication (eg, communication about critical information, orders, or hand-offs repeatedly does not occur among services). Conclusions: Organisational issues contribute to ethical concerns that result in clinical ethics consults. Identifying and addressing organisational issues such as informal culture and communication may help decrease the recurrence of future similar ethics concerns. (shrink)

Realizing the ideal of democracy requires political inclusion for citizens. A legitimate democracy must give citizens the opportunity to express their attitudes about the relative attractions of different policies, and access to political mechanisms through which they can be counted and heard. Actual governance often aims not at accurate belief, but at nonepistemic factors like achieving and maintaining institutional stability, creating the feeling of government legitimacy among citizens, or managing access to influence on policy decision-making. I examine the traditional relationship (...) between inclusiveness and accuracy, and illustrate this connection by discussing empirical work on how group decision-making can improve accuracy. I also advance a Generic Epistemic Principle that any evidence-based decision-making procedures must embrace. Focusing on policy-making, I then measure the distance between these standards and the ones actually implemented in U.S. political settings. Psychological research on individual and group decision-making is a source of normative assessment for existing policy judgment, but it neither rationalizes nor legitimates the actual and typical processes used in U.S. institutions of political decision making. To establish this point, I focus on one characteristic government institution—the U.S. House of Representatives Committee on Science, Space, and Technology—that displays deliberative processes at odds with the sciences they advocate, and with the Generic Epistemic Principle. I explain this discouraging condition in terms of several inveterate factors in U.S. politics: a limitlessly money-driven and endless campaigning process that effectively forces elected representatives to align themselves with money and vote strategically, the use of procedural arrangements known to make people feel politically included when they are not, and the unresponsiveness of a majoritarian (vs. consensus) democracy. The 2010 Nagoya Protocol is an international framework for access and benefit sharing (ABS) of the use of genetic and biological resources, with particular focus on indigenous communities. This is especially important in Africa, where local communities have a close reliance on environmental resources and ecosystems. However, national legislation and policies commonly lag behind international agreements, and this poses challenges for legal compliance as well as practical applications. This study reviews the academic literature on the Nagoya Protocol and ABS applications, (...) and then considers the implications of this analysis for research in Africa. Results show that there is uneven engagement with the principles of the Nagoya Protocol across different academic disciplines; local communities are sometimes sidelined in these studies; and only 8% of researchers in the literature analysed are located in Africa. Future developments should focus on ensuring national compliance with the Nagoya Protocol, and that researchers and industry work in partnership with local African communities on ABS issues. The following article is a response to the position paper of the Hastings Center, “Ethical Challenges of Chronic Illness”, a product of their three year project on Ethics and Chronic Care. The authors of this paper, three prominent bioethicists, Daniel Callahan, Arthur Caplan, and Bruce Jennings, argue that there should be a different ethic for acute and chronic care. In pressing this distinction they provide philosophical grounds for limiting medical care for the elderly and chronically ill. We give a critical (...) survey of their position and reject it as well as any attempt to characterize the physician-patient relationship as a commercial contract. We emphasize, as central features of good medical practice, a commitment to be the patient's agent and a determination to acquire and be guided by knowledge. These commitments may sometimes conflict with efforts to have the physician serve as an instrument of social and economic policies limiting medical care. (shrink)

I understand Pluralism to be the doctrine that, either generally or with reference to some particular area of judgement, there is more than one basic principle. It endorses the possibility that some particular case may arise which will be adjudicated in one way if one principle is applied while another principle points otherwise and to an answer which, at least in practice, is incompatible. A superconducting transition temperature as high as 100 K was recently discovered in one monolayer FeSe grown on SrTiO3. The discovery ignited efforts to identify the mechanism for the markedly enhanced Tc from its bulk value of 8 K. There are two main views about the origin of the Tc enhancement: interfacial effects and/or excess electrons with strong electron correlation. Here, we report the observation of superconductivity below 20 K in surface electron-doped bulk FeSe. The doped surface layer possesses all (...) the key spectroscopic aspects of the monolayer FeSe on SrTiO3. Without interfacial effects, the surface layer state has a moderate Tc of 20 K with a smaller gap opening of 4.2 meV. Our results show that excess electrons with strong correlation cannot induce the maximum Tc, which in turn reveals the need for interfacial effects to achieve the highest Tc in one monolayer FeSe on SrTiO3. Inferential statistical tests-such as analysis of variance, t-tests, chi-square and Wilcoxin signed ranks-now constitute a principal class of methods for the testing of scientific hypotheses. In this paper I will consider the role of one statistical concept (statistical power) and two statistical principles or assumptions (homogeneity of variance and the independence of random error), in the reliable application of selected statistical methods. I defend a tacit but widely-deployed naturalistic principle of explanation (E): Philosophers should not treat as inexplicable or basic (...) those correlational facts that scientists themselves do not treat as irreducible. In light of (E), I contend that the conformity of epistemically reliable statistical tests to these concepts and assumptions entails at least the following modest or austere realist commitment: (C) The populations under study have a stable theoretical or unobserved structure that metaphysically grounds the observed values; the objects therefore have a fixed value independent of our efforts to measure them. (C) provides the best explanation for the correlation between the joint use of statistical assumptions and statistical tests, on the one hand, and methodological success on the other. (shrink)

We argue that after the passage of a physician assisted death law some inequities in the health care system which prevent people from getting the medical care they need will become reasons for choosing assisted death. This raises the issue of whether there is compelling moral reason to change those inequities after the passage of an assisted death law. We argue that the passage of an assisted death law will not create additional moral reasons for eliminating inequities simply because they (...) become motives for someone to opt for assisted death. We also argue that it is not feasible to eliminate these reasons for opting for assisted death by granting a right to health care because of an intractable scarcity of medical resources. (shrink)

These comments start, as they must, from the text of I. Hilberg in the Vienna corpus.1 This was the first properly critical edition of the Letters,and has not been superseded. It is, however, not without its limitations. In establishing his text Hilberg considered only a few MSS for each letter: for epist.1, seven, and for epist.107, six, in one of which the letter is represented twice, though in neither case is it complete.Hilberg promised a volume of prolegomena and indices to (...) accompany his text;2 but it seems that he died before it could appear, and we do not know how he assessed his MSS, or how many he consulted before making his choice.What we do know is that those on which he relied form a very small proportion of those which exist.B.Lambert′s catalogue of Jerome MSS3 lists 138 for epist.1 and 145 for epist.107, of which ten and thirteen respectively are dated ninth-to-tenth-century or earlier - and Lambert is well aware that his list cannot pretend to be exhaustive.4 Furthermore, there is some reason to doubt the accuracy of the collations which form the basis of Hilberg′s edition.5 It is evident that much work remains to be done before a definitive edition can be produced.Meanwhile Hilberg′s text is the best we have, and where I cite MSS I follow the readings of his apparatus criticus.6 The phrase ‘the MSS’ refers, in this article, only to those which Hilberg utilised.
